His substantive post is that of Assistant Master in Queen's College. Mr. Dyer Ball is Chief Interpreter in the Supreme Court, and was until recently acting as Assistant Registrar-General. He is also in England on leave of absence. Mr. Melbourne was appointed First Clerk in the Magistracy in September, 1900, and his qualifications are mentioned in my Despatch No. 286 of the 15th. June, 1900, and in Sir Henry Blake's Despatch No. 422 of the 17th. September, 1900. Mr. Kemp has acted as 2nd. Police Magistrate since the 28th. November, 1900, and was an applicant for the substantive post when it was revived under the authority of your Despatch No. 191 of the 7th. June, 1901. His qualifications are to some extent dealt with in Sir Henry Blake's Despatch No. 148 of the 16th. April, 1901.
